Since there were no plans to demolish the old WOKQ studio building, when the new studios were built, a fiber run was installed to connect the two buildings, and all of the STL and RPU equipment and both backup transmitters were left in the old building. This provides an additional level of isolation for the studio equipment during thunderstorms, and since the backup tower is much closer to the old studios than the new, it would have made sense to leave the transmitters here in any case.
The Collins 831D-1 transmitter at far right is WSHK's backup; I don't recognize the make of the WOKQ backup next to it, and didn't get behind it to check for a builder's plate. (Scott says it's a CCA.) Both are remotely-controlled from the studio.
