KVMI (103.9C3 Arthur) is a relatively new station, with the original construction permit (for 96.7A) granted back in 1992. The original license was granted in 1994, but then cancelled in 1998 (the FCC record doesn't state why), and then reinstated in 1999. KVMI was granted a move to 103.9C3 in 2002, and received a licene for the current facilities in mid-2003. KVMI operates with standard class-C3 facilities of 25 kW ERP from 100 meters above average terrain.
